AAPSU rebukes China on territory claim, Dalai Lama, seeks visa settlement

ITANAGAR, Mar 25: The All Arunachal Pradesh Students' Union (AAPSU) has come out strongly against the repeated Chinese claim over Arunachal and against the Chinese stand on the visit of His Holiness Dalai Lama to the state. While decrying it in strongest term, the Union called the Chinese objection as nonsensical and an act of trying to infringe upon the internal matter of a sovereign country by the Chinese government.

The Chinese claim that Arunachal is part of south Tibet does not hold any ground with people of the state who owns every inch of the land and unconditionally love its motherland India in truest sense, it said.

 It further said that it negates the very idea of Chinese  opposition to the visit of any individual, more so a religious leader like His Holiness Dalai Lama who has a vast following in the state.  His visit should not be a problem for any other government, provided all the laid down formalities and guidelines of Indian government is followed by the visiting individual, it said.

The AAPSU further  urged the union government to settle the stapled visa issue with China. The issue which has been one of the long felt demands of the union but subsequent promise of different regimes at the center has not bore any fruit till date with China continuing to issue stapled visa to Arunachalee citizens intending to visit China.

It's high time a permanent solution on the contentious issue is reached or else the Arunachalees should be allowed to travel to China with whatever visa given without discrimination, the Union said.

 

 

 

No decision on Greater Nagaland: Govt

NEW DELHI, Mar 25: The Centre today strongly refuted as "erroneous" the reports that it has agreed to carve out a larger Nagaland state, saying no such decision has been taken.

A Home Ministry spokesperson said some reports have appeared recently to the effect that the Government of India has agreed to carve out a larger Nagaland state by taking away territories of states contiguous to Nagaland.

"Such reports are erroneous. It is clarified that there is no such agreement or decision by the Government of India," the spokesperson said.

Thuingaleng Muivah, General Secretary, NSCN-IM was quoted recently that the 'Framework Agreement' signed with the Centre two years back has recognised the outfit's demand for territorial integration of all Naga inhabited areas in the region.

The Framework Agreement was signed on August 3, 2015 by Muivah and the government's interlocutor R N Ravi in presence of Prime Minister Narendra Modi and Home Minister Rajnath Singh.

The agreement came after over 80 rounds of negotiations spanning 18 years with the first breakthrough in 1997 when the ceasefire agreement was sealed.

"The pact had set the political parameters of the final solution," officials said. PTI

 

 

 

 

Gungtey  knocks on HC door

BENGALURU, Mar 25: The  High Court on Friday issued notice to the Home Department and its officials on petition filed by Higio Gungtey, a student from Arunachal Pradesh, who was allegedly beaten up and made to lick shoes by his landlord in Hulimavu on March 6.

Twenty-year-old Gungtey, who is in the city to pursue his studies, has sought directions for security as well as speedy and effective investigation over the complaint registered by him.

Hearing the petition, Justice A S Bopanna issued notice to the Home Department, DG and IGP, Commissioner of Police, Hulimavu Police and landlord Hemanth Kumar in this regard.   

According to the petition, on March 6, 2017, Kumar verbally abused Gungtey over telephone on excessive usage of water. Later, Kumar came to his house, abused and kicked him repeatedly on the stomach and face. He was also made to lick Kumar's shoes.

This apart, Kumar allegedly threatened that he would rape Gungtey's sister and mother. Therefore, Gungtey lodged a complaint with the Hulimavu police against the landlord.

 

 

 

Hundreds screened for Hepatitis B

DOMIKUH, Mar 25: In all, 815 patients were screened for Hepatitis B during a  SJVN Foundation Doimukh Hydro Electric Project sponsored free specialized medical camp organized by Rogi Kalyan Samity  Chiputa PHC  in collaboration with  Indian Medical Association (IMA) Arunachal Branch at Mani, here on Friday.

Wheelchair, hearing aid and walking sticks were also distributed during the camp which was earlier inaugurated by Papum Pare DC, Tai Kaye.

The camp was attended by a team of doctors including, ENT specialist THIHMS Naharlagun,Dr. Jego Ori, Medicine Specialist Dr.Libey Nyorak, PMR, Dr.Minggam Pertin, Dr.Tamar Paleng, EYE Specialist Dr.Kipa Tubing, Obs. & Gynae, Dr.Bombie Tayeng,

TMPK questions low quality erosion control work

ITANAGAR, Mar 25: Alleging below par quality erosion control works by contractors at downstream of the 2000MW Subansiri Lower Project, Gerukamukh, Assam based student organization Takam Mising Porin Kebang (TMPK) on Saturday threatened the NHPC authority to take its own course of action, if corrective measures are not taken immediately.

A team of the students' organization on Friday revisited the ongoing project works of around Rs 400 crore at downstream and claimed to have found the contractors using very low quality construction materials in the project, which are not recommended by NHPC.

"There are stocks of same low quality cements and duplicate Porcupine fencing wires that were seen during our last visit in the contractors' camps," said TMPK General Secretary Padmalochan Doley.

"They are doing the work, but that is just an eye-wash," he said.

He said that the project is a completely temporary one and will serve no purpose in long-run. The work is being carried out with a motive to fool the affected people in order to complete the controversial dam, where safety and security of people have become the least priority," the student leader said. "It will be impossible to prevent erosion in the manner in which the project is being executed," he said, and cautioned NHPC not to continue the Subansiri Lower Project without ensuring safety and security of people at downstream.

Another TMPK leader Reedeep Jack Doley alleged that these illegalities in the name of erosion control or flood protection measures are being done in connivance with some corrupt officials of NHPC.

"This is our final warning to all the contractors and NHPC authority. We can't compromise with the quality of work; because it involves safety and security of people, he said.

He also demanded the NHPC authority and one of the contractors-Amiya Doley Pegu to immediately release labourers' payment.

According to the students' organization, the contractor has not made seven month's labour payment amounting to Rs.4 lakh till date.

The TMPK also alleged that the NHPC authority has not initiated any serious action against the contractors for their poor quality works.

The student leader said that a team of TMPK will again visit the sites after a week.

 

 

 

Natung inspects Soochna Bhavan, assures to take up for early completion

ITANAGAR, Mar 25: After a visit to the abandoned under construction    Soochna Bhavan building at Papu Nallah, Parliamentary Secretary IPR Mama Natung has assured to take up the matter with Chief Minister Pema Khandu and DCM Chowna Mein for early completion.

The Bhavan will house the Directorate Information and Public Relation, govt of Arunachal Pradesh

His assurance came after he inspected the partly abandoned building along with Secretary IPR Mithali Namchoom in presence of Director IPR Obang Tayeng and Director Printing Tajuk Charu  on Saturday.

After taking stock of the current status of Soochna Bhavan building, Natung expressed dismay that the state is yet to have a proper building for very key department like IPR.  

Terming IPR as one of the most important departments, Natung asserted that he would personally apprise the Chief Minister and Finance Minister to allocate funds for early completion of Soochna Bhavan.

It is said that Directorate IPR has been served periodical notices from the health department asking it to vacate the building since it falls under the State Medical College.  Natung informed that Minister IPR Bamang Felix had already announced fund for maintenance of roof leakages at Directorate Printing Office which according to the department is a grave threat to costly printing machines in the office.  Natung and Namchoom also inspected the leakages at Directorate office.

Soochna Bhavan was granted under    Non-Lapsable Central Pool of Resources (NLCPR) in 2011.   Total cost of project was Rs 956.65 lacs at 90:10 ratio of funding from centre and state respectively. The centre share was Rs 860.97 lacs and 95.67 lacs was the state share. The state had released its matching share fully but the centre is yet to release remaining amount of Rs 426.94 lacs.  

Deputy Secretary and Director of DoNER inspected the site on 6th February 2013 and 1st March 2013 respectively. The executing agency apprised them of delay in work due to non-release of fund. After two years, the Secretary DoNER again inspected the site in 2015 where he was briefed about the status of the work by the implementing agency (PWD).

The Secretary Information & Public Relations, Government of Arunachal Pradesh had also written a letter to Director Ministry of Development of NE Region, New Delhi apprising the ministry of the current status of the project and requested the ministry to consider the release of remaining Central Share of Rs 426.94 lacs.

 

 

 

Ziro gets ambulance, CRS

ZIRO, Mar 25:  Union Minister of State for Home Kiren Rijiju flagged off the much needed ambulance of the General Hospital, Ziro on Saturday.

He also inaugurated an ultrasound machine and a high tech computerized radiographic system (CRS) machine, which were all procured under CSR of ONGC initiated by the MoS.

Satisfied with the quality of the medical equipments, he said that there should be no compromise in the quality of the health sector initiatives.

A healthy society will propel developmental activities and create a vibrant economy, he said and expressed gratitude to the medical fraternity for their services.

Earlier he also laid the foundation stone for the construction of road from Pine groove to Dilopolyang(Stage-III) and Multiple purpose market shed at Hapoli.

Later, he also participated in the Myoko festivity, a unique and one of its kinds, festival of Apatanis which started on 20th of March and will last till the end of this month.

MoU to promote tourism

ITANAGAR, Mar 25: A one day Arunachal Tourism Conclave was held in New Delhi on March 24,  attended by host of stake holders of tourism and hospitality sector.

During the event, Department of Tourism signed a memorandum of understanding with Make My Trip, National Film Development Corporation of India, Travel Agents Association of India, Fly Wings & Oxygen for promotion of tourism.

While lauding the efforts of the Department of Tourism in recognizing and acknowledging the leaders of the travel and tourism industry, media  Union Minister of State for Home Kiren Rijiju said that," We should appreciate the best in the industry, which helps to take incredible Arunachal Pradesh to the far corners of the world. We must strike to make Arunachal all season Destination, he added.

Secretary, Tourism & Planning Dr. Joram Beda informed the delegates in the conclave that despite all odds faced by the state, there has been a tremendous increase in the domestic as well as international tourist's inflow during the last five years. Furthermore, he also enlightened the various initiatives taken by the state government like CMPVY, facilitation of PAP/RAP & other schemes which have been playing a major in encouraging the overall tourism of the state.

Manjushree School to receive state government's support: Pema

TAWANG, Mar 25: Chief Minister Pema Khandu visited the  Manjushree Foundation, a school for orphan and disabled children located just outside the town of Tawang where he announced that Manjushree School shall receive special attention from state government.

He said that  institute have not received much help from the centre and the state so far.

"Govt. of India has many schemes to support schools for orphans and disabled. I will personally talk to the deputy commissioner and the head of education department for a suitable scheme to support Manjushree School," he said.

Chief Minister mentioned that the school has a special place in his heart as it is closely attached with his family since it was first started in 1998 by Buddhist monk Lama Thupten Phuntsok.

The school runs with support from Rs 1.5 crore corpus fund donated by former Chief Minister late Dorjee Khandu. Later, RWD Parliamentary Secretary, Jambey Tashi donated another Rs 50 lakhs.

Khandu lauded the efforts of Lama Phuntsok in running the school successfully, which through his dedication could attract funds from well-wishers and organizations mostly from abroad.

Lama Phuntsok said the school is a non-profitable institute to support orphans, under-privileged and disabled children.

Extending his gratitude to late Dorjee Khandu, he said, "The help the school received from him cannot be erased. We shall ever be grateful for his philanthropic act."

Later joined by Planning Parliamentary Secretary, Zingnu Namchoom, RWD Parliamentary Secretary Jambey Tashi, state BJP President, Tapir Gao, Hydro Power Development Corporation of Arunachal Pradesh (HPDCAP) Chairman Tungri Effa and district BJP President Sange Choddup, the Chief Minister visited the new Academic Building opened in September 2015.

 

 

 

 

APSLSA conducts Para Legal Volunteers training

ITANAGAR, Mar 25: The Arunachal Pradesh State Legal Services Authority (APSLSA) formally started the two days Para Legal Volunteers training for the members of the Arunachal Pradesh Women Welfare Society at the Don Bosco Youth Centre, Itanagar. 60 APWWS members from various parts of the state have for the training.

In the first day, it witnessed a number of presentations on various topics  from resource persons. APSLSA Member Secretary Budi Habung dwelt on roles and responsibilities of State Authority in proving free Legal Services, Lok Adalat, Legal Aid clinic and the role and responsibilities of Para Legal Volunteer. Women's Right Activist  Jarjum Ete dwelt on Women Leadership in Social Mobilisation and Development while Director  Women and Child Development T.P.Loyi highlighted  on the various schemes pertaining to women provided by the Central and State Govt.

District& Sessions Judge, Yupia Jaweplu Chai spoke on Women Rights pertaining  to Protection of Women from Domestic Violence, PNDT, Sexual Harassment at workplace. In the afternoon session, Advocate Jumgam Jini spoke on Child Rights in respect of child marriages, labour, juvenile and POCSO Act while APSLSA OSC Dani Belo spoke on Right to Information Act and A.P Victim Compensation Scheme 2011.

During the programme, short documentaries film  "Ek Muthi Asman" produced by NALSA was screened for the participants which was followed by  practical works sessions  conducted by advocates Rosy Taba and Nani Modi along with the help of the legal Aid Counsels Jaya Doji,  Deepa Yoka, Kagam Bagra, Oyam Binggap,  BulloYari and Raknu Koniya.

Among others, the programme was attended by Chairperson, State Commission for Woman Mitali Tinghatra, President APWWS Dipti Bengia Tadar and Secretary General, APWWS Kani Nada Maling and Legal Aid Counsels.

 

 

 

How bad is being good ?

“All that is necessary for evil to prevail is for good people to do nothing.”

It is traditionally considered that the ‘Good People’ are well educated in good schools and colleges and are groomed to be humble, polite, well mannered, civil etc. They are taught to dress formally, stand in queues and wait for their chances to speak. These pedigreed persons dress well, talk quietly, politely and avoid shouting matches. They tend to avoid highly congested areas and ghettoes unless unavoidable.

On the other hand, the ‘Bad People’ are brusque, aggressive and are go-getters. They do not hesitate to engage in shouting duels and likes to dominate situations and persons. Some of them are less educated and exposed to petty crimes, violent acts at an early age which trains them to absorb body blows.

In life, it is often seen that the miniscule ‘Bad Persons’ dominate, manipulate and exploit the majority ‘Good Persons’.

In a crowded movie hall, a bunch of few rowdies will make life miserable for remaining hundreds of movie watchers. The majority will keep quiet for fear of violence and accept spoiling the movie show. Similar is the case with small time extortionists who extort money in small groups. The majority will quietly give money for fear of violence and to avoid trouble.

Very often, it is seen that bandhs are enforced by small groups of 10-15 people. These small groups create chaos amongst the entire population of the area. Even the police and security forces remain mute spectators.

Recent media coverage in many cities shows how the majority public remain mute bystanders as women were being molested by few goons. Similar footages of public apathy are frequently seen wherein serious accident/medical victims are ignored by majority of vehicles and pedestrians.

Something similar occurs in governments, politics and societies. Small groups of persons create policies, rules and regulations to abet pilferage of public money, assets and property. They create ‘Exclusive Ghettoes’ of elite persons to jointly plunder public money, assets and property. The majority public consisting of senior citizens, farmers, villagers, Govt employees, businessmen, traders etc keep quiet and suffer silently.

It is a known fact that many well educated and elite persons do not vote. The voting class are majorly the middle and lower class. As a result, many governments are elected by middle and lower classes votes. The well educated elite must take responsibility for getting the kind of governments we are getting!!

Good persons do not fight...good persons do not argue...good persons do not shout...good persons do not protest...good persons do not intervene...good persons do not vote...!!! Generally good persons are apathetic and indifferent. They do their own duties well and leave problems of society to the others!!

Is it fair to conclude that the 10 % ‘Bad’ dictate, manipulate and exploit the 90 % ‘Good’?

Is it acceptable for good persons to remain ‘Good’ and do nothing? Basically majority of the people are ‘Good at Heart’...it is just that the ‘Goodness’ has to bloom from the binding force of ‘Badness’! History shows that when the majority ‘Good People’ awaken, revolutions occur. Are we waiting for a revolution?

Mega cultural event comes to an end

Development not at the cost of culture: Kiren

Tawang, Mar 25: The three-day Mega Cultural Event-Rashtriya Sanskriti Mahotsav came to an end on Saturday at Tawang.

Addressing the mammoth gathering  at Parade Ground during the closing ceremony MoS for Home Affairs Kiren Rijiju, said that development is needed but not at the cost of losing one's culture.

"We are fortunate enough to still have our identity alive. Factors that affect the loss of culture and identity is to be pondered upon " he said.

Expressing his gratefulness to the Govt. for giving Arunachal Pradesh an opportunity to host the 5th edition of the Cultural extravaganza, main objective of which is to preserve, promote and popularize the heritage, diversity and unity of Indian Culture and reconnect with the new generation, Rijiju asked the participants from outside the State to share their experiences with their people and thanked them for showcasing their rich and unique traditional art and theatre forms.

Minister, Art & Culture Dr.Mohesh Chai said that the essential thrust of the festival is to bind the entire country in a single thread and to promote cultural inter-linkages amongst the people of North East.

Speaking during the occassion, MLA Tawang Tsering Tashi said that such festival not only promote tourism but  unity.  He further extended his gratitude to the Govt for creating a platform where the spirit of heritage and diversity of incredible India is celebrated.

The festival which is further being extended to other North Eastern states will finally conclude on March 31.

The prestigious cultural confluence is being implemented through the seven zonal cultural centres and other cultural organizations under Ministry of Culture, Govt. Of India with the NEZCC, Dimapur been entrusted with the responsibility as the nodal agency. DIPRO.

 

 

 

Govts accords priority on skill development: Simai

JAIRAMPUR,   Mar 25: The Central and State Govts have been working with commitment for skill development of the masses and women empowerment for accelerating welfare activities at grassroots level, said lawmaker-cum-state Mineral Trading & Development Corporation Ltd chairman, Laisam Simai while addressing hundreds of SHG members at the capacity building training here on Friday. He also called upon the masses to understand the relevance of Deendayal Antyodaya Yojana-National Urban Livelihood Mission (DAY-NULM) to face the competitive world. The goal of livelihood mission cannot be achieved without self involvement and spirit of dignity of labour, he added.

While lauding NYP for imparting skill development training to over 73,000 people, mostly unemployed youths of the state,  he assured his all out support for any self sustainable development initiative.

Earlier, NYP vice president Pradeep Kumar recalled that Jairampur sub-division of Changlang district has proved to be a light house of this 'Land of Rising Sun' as was predicted by National Youth Project founder-chairman Dr N S Subba Rao, after the inauguration of CM's Livelihood Mission School at Nampong on  December 18, 2012.  

The CMLMS has so far skilled 144 local youths including 67 girls who have captured the readymade markets preventing outside supply, he said. This pilot project was the initiative of visionary leader, late Stong Sena.

NYP president H P Biswas said that SHGs is a concept for development with self involvement. There is no dearth of funds for which the SHGs have to follow few guiding principles for success. He described regular meeting, saving, maintaining accounts, repayment and adhering to guidelines as five mantras for SHG success. He lauded DUDA deputy director George Joseph, AU POs Tomo Lombi & Likha and surveyor Debia Saha for their efforts to organize the training.

Highlighting the relevance of DAY-NULM, Joseph exhorted  the trainees to be sincere to give a new thrust to socio-economic development. State mission manager Ravi Sharma enlisted all six components of NULM.  

Meanwhile, local MLA Laisam Simai, after inaugurating a two-week house wiring and electrician training here exhorted 35 local youths undergoing the training to be sincere to learn the skill to become self employed.

The training, sponsored by social justice, empowerment and tribal affairs and imparted by Rural Development & Heritage Society (RDHS).  The Society chairman Tamchi Niania  said such skill development   training will help the trainees to be self-employed. NYP president H P Biswas, vice president Pradeep Kumar & NULM state mission manager Ravi Sharma addressed the gathering while Janlum Mossang & Pabitra Rava are master trainers.

 

 

 

Environment volunteers for sustainable development

ITANAGAR, Mar 25: In commemorating the International Forest Day,  a one-day environment volunteers camp for sustainable development was organized by the Mishmi Hill Conservation Society and RCE East Arunachal Pradesh at Roing in Lower Dibang Valley district on Friday. 35 students from different schools attended the camp. The very objective of the camp was to create Environment Volunteers - a concept launched for the first time by Ipupu Mena, a newly passed out Civil Engineer and an active member of RCE East Arunachal Pradesh.

Students were exposed to bird watching, butterfly catching and were also given hands on experience on handling binoculars, cameras, butterfly catching nets etc. There were talks on understanding dynamics of environment sustainability, story of weaver bird, importance of varieties of species and especially the role of birds in protecting environment etc. Later students were seen catching butterflies and matching those with the encyclopaedia of butterflies.  

The participants were guided by renowned experts like Dr. Aditya Ponkshe, expert on ecology evolution, Monsson Jyoti Gogoi, Researcher on butterflies BNHS, Biswajit Chakda and Ngulkholal Khongsai, Scientists Bengal Florican Program BNHS, Dr. Mayur Bawari, Jr Scientist Wild Buffalo, BNHS and Ipra Mekola, an environmentalist.

 "The camp was an eye opener to me and now I understand how much it is important to be in tune with the nature" commented one of the participants.

CHF NSS unit organizes blood donation camp

Pasighat, Mar 25: The National Service Scheme (NSS) Unit of College of Horticulture and Forestry, CAU, Pasighat organized a blood donation camp in collaboration with the general hospital Pasighat at Health Centre of college on Saturday.

Total of 40 unit blood was collected from the camp. 80 students and faculty & staff registered their name for blood donation but most of the girl students were found anemic.

Dean, CHF, Pasighat Dr. A. K. Pandey highlighted the importance of blood donation to a needy person. He also appreciated the efforts taken by the NSS Unit to conduct such social services regularly.

NSS Programme Officer of CHF Krishna S.Tomar said that there is no substitute of human blood in the world. We should always ready to serve the society by such type of activities, he said while informing that NSS unit has organized many blood donation camps in previous years to inculcate service value among the students.

World TB Day observed at Ayeng, Seppa and Changlang

PASIGHAT Mar 25: The World TB Day was observed at Ayeng Village, under Mebo Sub-Division on Friday.

GBs, PRI leaders, villagers, NGOs, women organization, DTC staffs and students took part in the rally and community meeting.  

DTO Dr Y Perme explained in details about TB, its symptoms, modes of transmission and treatment. He appealed to all to consult with doctors immediately, if the symptoms of the disease show up, and said that TB is a completely curable disease.

He also educated the gathering about DOTS (directly observed treatment short-course), and urged patients suffering from the disease to avail the benefits under DOTs.

A general health check up camp was also organized on the day.

A TB awareness rally was also taken out in the village organized by Women Self Help Group of the Ayeng village. The members of SHG expressed their readiness to co-operate with the department and fight against TB for total elimination of the disease from their area.

Along with the rest of the world, the district hospital Seppa has observed the World Tuberculosis Day (TB) on Friday with massive awareness campaign and a  cricket match.  Attending the programe, District Medical Officer Dr. C Lowang Mallo informed the gathering that TB awareness phase-I in the district was done by door to door visit by the staff of the Revised National Tuberculosis Control Programe(RNTCP).  DMO lauded the efforts of the RNTCP staff in creating awareness.  Later in the day, a cricket match between Veteran X1 and Lions X1 was organised to mark the occasion.

An awareness campaign on Tuberculosis was conducted in Old Changlang village by the Assam Rifles Changlang Battalion under the aegis of Dao Division in collaboration with  district hospital, Changlang on the occasion of World Tuberculosis Day.

 

 

 

Faculties advised to familiarize with the modern practices of ICT

ITANAGAR, Mar 25:  Jawaharlal Nehru College, Pasighat Principal, Dr. Tayek Talom has advised the faculties to familiarize with the modern practices of Information and Communication Technology (ICT) to ensure quality education.

He was addressing a UGC sponsored Competence Building Programme on 'Modern Practices in Teaching-Learning and Evaluation' for faculties with eminent resource persons from Indian Institute of Technology (IIT), Kharagpur at the College here on Saturday.

While emphasizing on the modern challenges faced by the teaching community due to the explosion of Information and Communication Technology, Dr. Talom said that the College is committed to collaborate with the national-level institutes like IITs for quality enhancement of faculties.

Vice Principal, Dr. SD Choudhury in his address also emphasized on the adoption of modern ICT practices of the College for the overall development of the teaching community and students.

Dean College of Horticulture and Forestry, Central Agriculture University, Pasighat, Prof. A K Pandey reflected upon the multiple tasks of the teaching community in the advent of modern technology. He emphasized that ICT competent teachers in general and Agri-Universities in particular can enhance the production and productivity of agricultural sector and make people self sufficient.

Prof. Narayan Chandra Nayak from IIT Kharagpur explained the potentials and challenges of ICT especially, faced by the teaching community and spoke about model strategies integrating ICT into teaching through web-based lessions, multimedia presentations, tele-compuing projects, online discussions, clout learning, e-learning etc. while, Prof. Aurobinda Routray cautioned about judicious use of the stuff available in the internet to transform the teaching community into a knowledge society.

Among others the coordinator of the programme, Dr. DP Panda, Dr. S N Jha, Dr. S K Sinha, Dr. H N Pandey also spoke on the occasion.

 

 

 

Nari-Koyu people take strong exception to AdiSU demand

ITANAGAR, Mar 25: The people of Nari-Koyu have taken strong exception to Adi Students' Union (AdiSU)'s repeated opposition to inclusion of Nari-Koyu Assembly segment in Lower Siang district.

In a meeting here on March 23, the members of Ramle Banggo Welfare Society, Ramle Banggo Social and Environment Protection Society and Ramle Banggo Student's Union (RBSU) along with elites of the concern area took serious note on AdiSU's "traditional Adi land" claims over Nari-Koyu.

The members noted that "if past historical settlement or migratory patterns are made the basis for claiming ownership of community land and subsequently, the basis for demarcation of the modern day administrative jurisdiction, it would give rise to a need for an ugly and unprecedented re-settlement arrangements in the entire Siang belts as Galos  and Adis settlement patterns have intersected on different occasions.'

The members while claiming that no Galo has ever made such claims till date in the larger interest of maintaining the spirit of brotherhood as shared by the ancestors, also asserted that 'Such issues should not be allowed to take place in a State like ours; otherwise it would set a bad precedent.

Asserting that the very process of claims and objection placed by AdiSU on determination of boundary of Lower Siang and East Siang districts speaks of immature approach, the members noted that the Government is the ultimate authority for such determination and not a clan based organization, which is detrimental to development of a society and a treat to communal harmony.

The members demanded the state government not to entertain such representation of AdiSU or any other organisations regarding Lower Siang District which they claimed 'carry communal inclination.'

Further, the members demanded on the government not to deviate from the boundary as shown in respect of Nari Koyu Administrative Circles in the Arunachal Pradesh (Re-Organization of Districts) (Amendment) Act, 2013. (Act 2 of 2014) notified vide Notification dated 3rd March, 2014 but instead, initiate actions for immediate functionalistion of Lower Siang by posting a Deputy Commissioner and a Superintendent of Police at Likabali.

 

 

 

Project to improve livelihood of tribal farmers launched

PASIGHAT, Mar 25: A project to enhance the socio-economic status and livelihood security of tribal farmers of North East states through agricultural interventions was launched at Nari and Namey villages of Nari-Koyu development block under East Siang district on Friday.

The project is funded by Indian Council of Agriculture Research (ICAR) for implementation under Tribal Sub Plan (TSP) in five tribal states of North Eastern region under the jurisdiction of CAU, Imphal. In Arunachal Pradesh, College of Horticulture and Forestry, Pasighat is implementing the project.

The project was launched by Vice- Chancellor, Central Agricultural University (CAU), Imphal Prof. M. Premjit Singh in presence of Additional Deputy Commissioner, Nari Bani Lego, and Dean (PI of the project) Dr. A.K.Pandey.

The project components includes integrated farming system, protected cultivation, rain water harvest, mushroom cultivation, vermi-composting, pisciculture; adoption of improve breeds of pig, poultry, dairy and goat; elite planting materials, adoption of HYV of rice, maize, vegetable, pluses etc.

The launch programme was attended by all beneficiaries, Gaon Burah, ASM of both Nari and Namey villages including chairperson.Yalom Sora.

Distributing seedlings of fruits, crops, maize, vegetables and piglets etc., Prof. Singh appealed to the beneficiaries to take utmost care and also to follow guidelines given by the faculty and scientists of College of Horticulture and Forestry, Pasighat.

ITANAGAR, Mar 25: Two young shuttlers of Arunachal Pradesh, namely Pinky Karki (19) and Yania Taring (19) have qualified for the Yonex Sunrise India Open 2017 to be played at the Siri Fort Indoor Stadium in New Delhi from March 28 to April 2.

Competing in the Women's doubles category, the pair of Pinky and Yania will be facing the Indonesian pair of Cynthiana Shara Ayunidha and Debora Rumate Vehrenica in the first round on March 28.

Apart from top Indian players like World No 5 (female) P V Sindhu, former World No 1 (female) Saina Nehwal from India, the Yonex Sunrise India Open would also see participation of World No 1 (Male) Lee Chong Wei from Malaysia and World No 1 (female) Carolina Marin from Spain in the highly competitive event.

Tania Yasap of Arunachal would also be participating in the tourney as Technical Official.

The team led by coach cum manager Dilip Gurung left here for Delhi on Friday.

Training on empowerment of rural women held

ITANAGAR, Mar 25:  A two-day awareness training on empowerment of rural women under Annual Development Agenda (ADA) 2016-2017 was conducted by the Child Development Project Officer, ICDS Project Kimin at CDPO's conference hall, Kimin on  March  22 and 23. Around 68 rural women along with Anganwadi workers attended the training programme.

Kimin CDPO  Jaya Taba in her key note address spoke on the importance training on Sericulture and empowerment of women. She also advised the trainees to avail maximum benefit from it.

Gotu Gora Co-operative Society, president Taba Yakhi and her team imparted the training on sericulture and its marketing as resource persons. They also spoke on the various methods of sericulture starting from the plantation, rearing silkworms, making of yarn and demonstrated on sericulture farming.

 

 

 

AR apprehends NSCN (K) cadre

CHANGLANG, Mar 25:  The 14 Assam Rifles Changlang Battalion apprehended SS CPL Nokhang (32) of NSCN (K) from Malugaon Tinsukia, Assam.

Acting on a tip off, the security forces nabbed Nokhang, a resident of Malugaon and recovered from his possession one 9 MM pistol, a magazine and two rounds.

Reportedly, SS CPL Nokhang has been associated with the banned outfit since 2001 and has been involved in unlawful activities since then. The cadre has been handed over to Ledo Police Station. (DIPRO)

Students clean up town

ITANAGAR, Mar 25:  Over 100 students took part in a mass cleaning drive organized by the National Social Service Scheme unit of Venerable Ultra Bethany College, Manmow on Saturday.

The drive which also saw the participation of Nodal Officer SBM (G) PHED, Namsai Division, Bhupen Khamyang and Socio-Economic Welfare Association (SEWA) President, Dr. CM Thamoung, covered the district hospital and 2nd Mile near Police point.

 

 

 

APSCW chairperson advocates uniform civil code

ITANAGAR, Mar 25:  Arunachal Pradesh State Commission for Women (APSCW) chairperson, Mitali Tingkhatra advocated for introduction of a uniform civil code which is an obligation of the state under Article 44 of the Constitution of India.

She was addressing a day-long discussion on uniform civil code, which was organized by the department of Law, Himalayan University at its campus in Chimpu on Tuesday last.

Mitali, while dwelling on issues of domestic violence and polygamy prevalent in Arunachal, stressed on the need to ensure gender equality in societal traditions and customary institutions. She further emphasized on the need for making marriage registration compulsory.

Speaking as resource person, Head & Assistant Professor department of Law, L Malem Mangal said that uniform civil code can only be appreciated if norms of a majority community are not imposed on the minorities. He called for ensuring dignity of the individual whether in state legal institutions or customary practices.

Altogether 70 students from various departments of the university participated in the discussion.

 

 

 

GPF objects to AdiSU demand

ITANAGAR, Mar 25: Galo Peoples' Front (GPF) has objected to the demand of the AdiSu that areas falling under the Nari Koyu should be excluded from  Lower Siang district.  

The first and foremost question arises after going through the inflammatory statement is who are those non-state players responsible for outrageous release; in other words, whether the Statement is of a Student Union or are they being dictated/misguided by some ethnically divisive crackpot for their evil and selfish interest, it said.

As our tribal people were in migratory mode of settlement, they had a nomadic way of life and had dependent mostly on the weather and climate attributed to the land they occupied; the claiming of a land, refer to as 'Community Land' in 21st Century would be a joke, drawing a phantom jurisdiction over fallacy claimed land, it said.

On the other hand, the quantum of the Press Statement of AdiSU is a grave one; the Students won't able to even imagine of its severity if they are unto it, it said adding not a single Galo voice came up during the formation of Siang district, which has 50% of the land of West Siang district, that too officially demarcated.

Galo Peoples' Front further hoped that AdiSU would discard such divisive and ill feelings amongst the community and would recall their release in regards to the sentiment of each other.

 

 

 

Programme for PwDs begins at Tezu

TEZU, Mar 25:  A three-day long programme for persons with disability conducted by the National Institute for Empowerment of Persons with Multiple Disability, Chennai and Arunachal Pali Vidyapith Society, Chongkham, Namsai district began at Tamladu Cultural Complex here on Saturday.

The programme aimed at apprising persons with disabilities about various schemes, benefits and rights accorded to them by the government.

An exhibition by Mrinal Jyoti Rehabilitation Centre from Duliajan, Assam on various equipments that could facilitate persons with disabilities in their day to day life like hearing aids, hand driven cycles etc was also held on the occasion.

The programme was also attended by ZPC Haweli Kri and GB Soloi Ngadong.

 

 

 

AR donate sports items

ITANAGAR, Mar 25: 17 Jairampur Battalion of Assam Rifles distributed sports items to various schools at an event. Kendriya Vidyalaya, Miao, Newman and Neotan schools were provided with sporting items which included nets, volleyballs and footballs. The football team of Kendriya Vidyalaya , Miao which is preparing for a state level competition were elated to receive the items. It concluded with an interactive session wherein the commandant motivated the students to play hard and develop competence.

 

 

 

Float tender against Seppa Chayangtajo road

ITANAGAR, Mar 25: In a representation to the Minister for Public Works Department, the Seppa Chayangtajo Road Beneficiaries Forum, sought immediate floating of tender against the execution work of revised sanctioned for construction of Seppa Chayangtajo road amounting to Rs. 172.52 crore, as per the NEC guidelines for its proper execution.

The Forum has further alleged the M/S Gammon India Limited, which had earlier executed construction of the said road in 2008-09, of substandard work and sought disqualification of the construction agency from participating in the tendering process.

 

 

 

Free medical camps conducted

ITANAGAR, Mar 25: Free medical camps were organized by the Papum Pare district unit of Arunachal Vikas Parishad (AVP) at Chessa, Kokila and Dubia village of Papum Pare district on Mar 22, 23 and 24 last respectively.

During the camps, over 200 patients were treated and given medicines free of cost by the AVP medical team led by Dr. Sonali Abhyankar of Pune, Maharashtra.

 

 

 

Digi Dhan Mela organised in Longding

ITANAGAR, Mar 25: A  Digi Dhan Mela was organised  in Longding  by the district administration in collaboration with SBI Longding. More than  500 people attended the event, in which around 250 Aadhar numbers were linked with their bank accounts, informed DC Longding in a release.  

Nearly hundred people downloaded PayTM, SBI Pay and Airtel Money App on their phones.

Lucky Gharak Scheme was also launched wherein people doing transaction through PoS machines were given prizes through  lucky draws, DC added.  Three lucky draw winners were given cash prizes to motivate the public to move towards cashless transactions. DC Longding Himanshu Gupta informed that camp will be held in cluster of villages to converge and collect important data like job cards, bank account numbers, pension card number and Aadhar.

 

 

 

Skill development training on tailoring and carpentry concludes

ROING, Mar 25: The 15 days Skill development training programme on Tailoring and Carpentry under BADP concluded at Anchal Samity Hall here on Saturday.

Speaking on the occasion, Lower Dibang Valley DC Deepak Shinde urged the trainees to put their time and energy to upgrade their skills and knowledge with the equipments and material provided to them under the scheme. He also advocated for judicious use of BADP funds and insisted on local need based distribution of various trades under BADP funds for maximum benefits to the dedicated and capable beneficiaries.

Saying that BADP schemes are marching towards right track, he urged for more awareness and initiatives in this sector for over all development of the border areas.

Responding to the issues raised by PRI members on Aadhar Card, he informed that the process will start in the district soon. Further informing that due to address issues, 600 numbers of Aadhar cards are lying unattended at the statistical office, he sought cooperation from the PRI members for Identification and circulation in their respective jurisdiction.

ADTH Naz Pertin, DPO M Dirchi, ZPM Mama Miso and other PRI members also spoke on the occasion. Later certificate and Start up materials were distributed to the beneficiaries.

 

 

 

De-addiction awareness prog at Roing

ITANAGAR, Mar 25: A de-addiction awareness programme was organized by AMYAA, a Roing-based  NGO with support from NHPC Ltd under its CSR initiatives on Saturday. A total of 153 participants comprising mainly of parents, students, SHG members attended the awareness programme.

Addressing the gathering,  NHPC GM, K L Solanki emphasized on the need of organizing such awareness programme  in the entire district and  the state as a whole. He assured all out  support under CSR initiatives towards creating drugs free society for better, healthier and peaceful environment.  

Deputy Manager (PS & PR ) of  NHPC, Suneesh gave  a brief introduction of the programme, while AMYAA  secretary R K Paul highlighted  the  gradual impact of drug abuse in North East in general and Arunachal Pradesh in particular.

NHPC officers and officials including K L Solanki GM, Ramesh Kumar, Chief Engineer (Civil), Rajiv Deori, Manager (Civil)/CSR, S.K.Dhiman, Manager (Civil), Vachaspati Pandey, Manager (Geology) attended the programme.

The awareness campaign concluded with a Street play on the theme "Say No to Drugs" by the volunteers of AMYAA.

 

 

 

Training on Temperate Fruits Crop ends

ITANAGAR, Mar 25: A week long model training program on Post Harvest Management of Temperate Fruits Crop and their Value Addition which started on March 18 at ICAR-Central Institute of Temperate Horticulture (CITH), Srinagar came to an end after a series of technical sessions and visits to orchards and processing units.

During the technical sessions, the participants were taught the concept of Good Agricultural Practices (GAPs) with reference to Apple, the concept of Minimal processing in Temperate fruits crops, Advanced packaging technologies and other relevant important topics. The training also included visit to Post Harvest Division of Sher e Kashmir University of Agricultural Science and Technology (SKUAST), where trainees were taught about various post harvest technologies available and important PHT equipments like Vacuum Packaging Machines and CA storage facilities.

Delegates were a conglomerate of Horticulture Officers, Field Assistants and Scientists from the states of Uttarakhand, Himachal Pradesh, Jammu & Kashmir and Arunachal Pradesh. The state was represented by two Horticulture Field Assistants and headed by Scientist Siyang Borang of State Horticulture Research and Development Institute under Department of Horticulture.

 

 

 

Training for banana farmers

ITANAGAR, Mar 25: Indian Council for Agriculture Research-National Research Centre for Banana, Tamil Nadu in Collaboration with Krishi Vigyan Kendra, Balek, Lower Dibang Valley has organized one day workshop cum training on Hi-tech production processing and value addition in Banana at the KVK premises.

33 SHG members/Farmers/Farm women/PRI members actively participated in the programme.

Scientist from NRC-Banana focused on scientific production technology and income generation avenue options through waste utilization. They also emphasized on selection of quality planting material, importance of registration of traditional variety through PPV&FRA.

Practical exposure was given on various aspects of planatation and medication and special attention was given on utilization of banana pseudo stem for reparation of fibre based products like bag shirt, wall hangings.

The farmers were taken to a field visit of tissue culture banana plot  established in the KVK farm and they were asked to collaborate with KVK to patent their varieties and rights.

Senior Scientist & Head, KVK Dr T.J Ramesha, Principal Scientist Dr.Padmanaban, Senior Scientist Dr.P.Suresh, and Scientist Dr.Thirugnana spoke on the occasion while Organic Farmer Bullo Tama and Jatan Pulu also participated in the event.
